DOE Promotes Nuclear Supply Chain Reshoring

The Department of Energy has issued an interim final rule under the Defense Production Act (DPA) to enable nuclear energy companies to enter voluntary agreements with federal antitrust protection. The rule is designed to accelerate coordination among U.S. firms to secure fuel, parts, and services that are now sourced abroad.

Invoking emergency authority, DOE said the measure responds to “urgent and compelling” threats to national energy security. The framework allows industry to pool resources and jointly plan for procurement and production—steps aimed at substituting domestic output for vulnerable imports in the nuclear supply chain.

The regulation takes effect in 30 days. Comments are due by September 24, 2025.
