The European Union proposed its 19th package of sanctions against Russia, expanding restrictions across energy, finance, shipping, and technology in an effort to further degrade Moscow’s capacity to sustain its war against Ukraine. The package includes a full transaction ban on Russian banks and financial institutions, including those operating through third countries, and extends sanctions to companies aiding circumvention, revenue generation, and the Russian military industry.
