The Office of the U.S. Trade Representative (USTR) has announced a 90-day extension of multiple product exclusions from Section 301 tariffs on Chinese imports, ensuring continued relief for a wide range of goods through late November.
According to a Federal Register notice (FR Doc. 2025-16733), the action extends exclusions first outlined in 89 FR 76581 (Sept. 18, 2024) and 90 FR 23987 (June 5, 2025). The extension applies to goods entered for consumption, or withdrawn from warehouse for consumption, from 12:01 a.m. EST on Sept. 1, 2025, through 11:59 p.m. EDT on Nov. 29, 2025.
Effective September 1, the Harmonized Tariff Schedule of the United States (HTSUS) is amended at heading 9903.88.70 to replace “before September 1, 2025” with “through November 29, 2025.”
The renewed tariff relief encompasses two major sets of exclusions:
• Solar manufacturing equipment: Fourteen product-specific categories of machinery used in wafer and cell production—excluding module manufacturing equipment—originally detailed in Annex B of the September 2024 notice. These exclusions were made retroactive to January 1, 2024, and were due to expire May 31, 2025.
• Broader exclusion set: In addition to the solar equipment, USTR had previously extended 164 other exclusions in June 2025, covering a diverse range of products. These include items reinstated during the four-year review, certain COVID-related goods, and other product-specific carve-outs under HTSUS 9903.88.70 and note 20(www).
