Administration Opposes Senate EAA Draft

The Clinton administration voiced strong objections to several provisions in the Export Administration Act draft proposal advanced in June by the Senate Banking Committee. Provisions regarding multilateral controls, antiboycott controls, and foreign policy controls have alarmed administration officials. None of those, however, rankles the White House as much as the draft's blueprint for interagency licensing decisions
