BIS WILL PROPOSE "SAFE-HARBOR" RULES FOR EXPORTERS THAT SCREEN CUSTOMERS

The Bureau of Industry and Security is planning to propose a "safe-harbor" regulation to could protect exporters from legal liability, if they take adequate steps to screen prospective customers but goods still end up going to sanctioned party. Agency also will take industry advice to seek improvements in how federal agencies list sanctioned or denied parties.
