Implemented by BIS and OFAC, the Trade Sanctions Reform and Export Enhancement Act of 2000 (TSRA) enables U.S. exporters to ship certain agricultural commodities, medicines, and medical devices to embargoed countries. The complex and often confusing Act is far from user friendly. A thorough understanding of the Act is essential for all practitioners involved in the export of humanitarian goods.
