CIA Stiffs BXA on "Deemed" Applications

In administering its famous "deemed" export regulation, the Bureau of Export Administration (BXA) relies heavily on the CIA, which offers detailed reports on the bona fides of foreign nationals that seek access to controlled U.S. technology. But in recent months, the CIA has stopped sharing this information with BXA, leading to a backlog of 160 deemed cases.
