Clinton Decontrols Computers-Again

On Feb. 1, Commerce Department export control chief Bill Reinsch said that after seven years of progress in export controls, the Clinton administration is "entitled to a small bit to nostalgia." Later that day, the White House Announced its fourth computer decontrol., which showed shy Reinsch was right: the liberalization was a routine happening that will be followed up again in just a few months.
