Commerce Brass Stays Course on Export Controls

In an Oct. 4 address, Kenneth Juster, under secretary of Commerce for Export Administration, announced that the Bush administration would remain committed to free trade in the aftermath of the Sept. 11 attacks--a policy that may stave off a retrenchment in export controls.
