Congress Fails to Shorten NDAA Computer Lag

Ever since the Clinton administration in July announced a major decontrol of computers, industry has been trying to figure out a way to shorten the mandatory six-month congressional review of all de-regulation applicable to "Tier 3" countries. Last month, Sen. John Warner tried a short-cut that died of its own weight.
