Congress Passes "Baby" EAA

For years, Congress tried to pass a full rewrite of the lapsed Export Administration Act of 1979. It never quit succeeded. But now, it has signed off on something known as a "baby" EAA, which will boost penalty levels and--hopefully--get the administration out of a tight bind in federal court, where journalists are seeking disclosure of sensitive licensing information.
