The Government strongly encourages Voluntary Self-Disclosure. However, BIS' failure to detail mitigating factors makes many exporters think twice about disclosing known violations. Meanwhile, other government agencies, such as the EPA, encourage disclosures by informing companies of the benefits of cooperation.
