Encryption Decontrol Slows Bernstein Case

The Jan. 14 encryption decontrol published by BXA includes a significant deregulation of export licensing requirements on source code. The liberalization, though, isn't quite thoroughgoing enough for Professor Daniel Bernstein, who last year won a ruling in federal count that the U.S. government's encryption regulations constitute a prior restraint on free speech.
