Encryption Draft Delivers on Administration Promises

Industry and computer privacy advocates may gripe about the draft regulation to implement the Clinton administration's Sept. 16 encryption announcement, but the document doesn't outwardly betray the

promises made at the White House. Although the regulation would define a "retail" encryption product just as the administration pledged, it does contain special controls on foreign Internet service providers and telecommunications companies.
