Exporters Find Safe Harbor in Court Ruling

A recent ruling by a federal appeals court entitles U.S. companies that ship products by sea to full refunds--with interest--of all payments under the government's Harbor Maintenance Tax, a fee imposed in 1987 that has been ruled unconstitutional by the Supreme Court.
