Notorious Markets List Comments Open

The Office of the United States Trade Representative is requesting public comments to identify online and physical markets that reportedly engage in or facilitate substantial copyright piracy or trademark counterfeiting for its 2025 Review of Notorious Markets for Counterfeiting and Piracy.

The annual list, issued under the Special 301 program, spotlights markets linked to large-scale intellectual property (IP) infringement and encourages operators and foreign governments to take enforcement action.

This year’s “issue focus” will examine copyright piracy of sports broadcasts.

Written comments are due by October 1, 2025, at 11:59 p.m. ET, with rebuttal comments accepted until October 15, 2025, at 11:59 p.m. ET. Submissions must be filed through the Federal eRulemaking Portal at www.regulations.gov under Docket Number USTR-2025-0018.
