Retail Politics: Clinton Unveils Encryption Decontrol

As late as mid-August, Clinton administration export control chief Bill Reinsch was conceding that the upcoming encryption liberalization would be an "incremental" step. If so, the administration redefined the word, introducing a decontrol of most common encryption products, which will require only a one-time technical review for license-free export.
