Satellite Producers Push for Control Shift

In March 1999, the State Department took possession of commercial satellites under the U.S. Munitions List. The move caused no end of trouble for U.S. satellite producers, who were accustomed to the less stringent licensing system of the Commerce Department's Bureau of Export Administration (BXA). It was only a matter of time before someone proposed sending the items back to BXA.
