Senate Issues Second EAA Draft

Eager to kickstart deliberations on the Export Administration Act after Congress returns from summer break, Sen. Michael B. Enzi on Aug. 9 released the second draft of its proposed legislation. Although the draft didn't much alter the "consensus" rule on interagency licensing disputes, all sides--including the Clinton administration and industry--applauded the revisions contained within.
