TSRA: A Work in Progress

Although many U.S. exporters were initially enthusiastic about TSRA's streamlined procedures for exporting humanitarian goods to embargoed countries, fundamental problems remain. A year after its enactment, bureaucratic hassles and lengthy processing delays persist. TSRA requires changes to enhance the ability of U.S. exporters to compete in markets that are in desperate need U.S.-origin agricultural and medical products.
