USMCA Consultations Begin: Carney, Sheinbaum Huddle

The Office of the U.S. Trade Representative (USTR) has opened a public consultation in preparation for the July 1, 2026 Joint Review of the United States–Mexico–Canada Agreement (USMCA).

As mandated by law, USTR is seeking public comments and will convene a hearing on November 17, 2025 at the U.S. International Trade Commission in Washington.

The consultation invites written submissions on the operation and implementation of the agreement, compliance concerns, and recommendations for U.S. positions in the Joint Review.

USTR is particularly interested in input on

  • factors shaping North America’s investment climate,
  • the effectiveness of USMCA in advancing U.S. competitiveness and technological leadership, and
  • strategies for enhancing regional economic security, including work under the North American Competitiveness Committee.

Written comments and requests to testify must be submitted within 45 days of the Federal Register publication date. A seven-day period for rebuttal comments will follow the public hearing.

Thursday Canadian Prime Minister Mark Carney met with Mexican President Claudia Sheinbaum "to deepen the Canada-Mexico partnership and reinforce North American prosperity," according to a statement.  "Canada’s new government is diversifying and strengthening its trade relationships with reliable partners," the statement continued.

The Canadian Chamber of Commerce called the U.S. consultation an “important milestone,” stressing that businesses require predictability in trade policy to support investment and growth. “Uncertainty about the agreement’s future can affect long-term planning,” the Chamber noted in its statement.  

On September 19, Canada formally launched a second round of public consultations, following an initial process in 2024. 

Mexico has launched its own domestic consultation, opening a 60-day period for public submissions. Reuters cited Economy Minister Marcelo Ebrard stating the process would ensure that Mexico’s priorities are fully considered as the three governments prepare for the review.
