Washington Gets Half a Loaf at Wassenaar

Washington's delegates to the Wassenaar Arrangement will have to get used to the meager results of the regime's plenary meeting: a limp-wristed commitment by member countries to certain export enforcement standards. The nonbinding agreement on enforcement contrasts with what U.S. officials failed to secure--namely, commitments to prevent the understanding of license denials by regime members.
